The gap moves because B.C. has adopted permanent daylight time. Its clocks don't fall back on November 1, 2026, so Vancouver is 2 hours behind Toronto in winter and 3 in summer. Most of Saskatchewan doesn't change its clocks at all.

Comment-to-DM and Canada's anti-spam law
The CRTC, the federal regulator that enforces CASL, says messages sent through a closed, two-way direct messaging system go to "electronic addresses" under CASL, so an Instagram DM that promotes something can be a commercial electronic message. A message sent in response to a request or inquiry is excluded from section 6 of CASL, the consent, identification and unsubscribe rules (Electronic Commerce Protection Regulations, SOR/2013-221, s.3(b)).
